I listened to the call and read the articles. The woman in understandably freaking out about her car filling with water during a flood and the dispatcher tell her things like "chill out, you're not gunna drown" and "you freaking out is just wasting your oxygen in your car" with a tone that conveys that she is not taking the woman's situation seriously. However, the emergency team arrived on site ~12 minutes after the call was placed, so the dispatcher did her job. The emergency team just couldn't reach the woman's car before she passed. So yeah, the dispatcher is rather callous and clearly underestimated the severity of the woman's situation, but she did her job and dispatched the emergency team; she is in no way responsible for this woman's death.
